OPEN LETTER
TO THE PRESIDENT
September 19, 2001
Thank you Mr. President. It is extremely assuring to find a man of your compassionate continence rising to the occasion the way you have after the shocking attack on the World Trade Center and Pentagon. Listening to you makes me proud to be an American.

In the face of the anticipated long war and the sacrifices freedom loving people of this country are willing to make, I would like to offer two suggestions.

First, you have all the money you need to wipe out Osama Bin Ladin, the Taliban, the nation of Afghanistan if you choose, and possible the entire Arab world, or at least bring the evil doers to their knees.

I implore you to stop paying down the national debt and use those funds to win the war and provide security for the American people.

This money is available in the approximately $460 million per day, $300 million a day from Social Security surplus alone, that is presently being used to pay down one side of the national debt while adding to the other entitlement side dollar-for-dollar. This is not merely a trade-off since with interest added to the entitlement side, the overall national debt continues to rise.

Call it a "war chest lock-box" or whatever you want. The American people will understand and reward you for your honesty. We can easily keep track of the amounts and settle up at the conclusion of the war.

Secondly, as a personal favor to all of us you could immediately stop issuing more bonds to these entitlement "trust fund" debit accounts in the name of annual "interest." Such "special obligation" securities do nothing but add debt for future taxpayers to redeem. We do not need or appreciate them.

In point of fact, you could immediately reduce the national debt by some 40 percent by simply treating these "Intragovernmental Holdings" in the same manner we would like to treat Osama Bin Laden—eradicate them. As taxpayers, we are in exactly the same future position whether these securities exist or not.
